List all the decisions and conclusions of the meeting held in Helsinki on 23th and 24th of september

Draft list of decisions/conclusions

TOR OF LC MANAGEMENT GROUP
Decision
LC agreed on the proposed revision to the TOR.
LC also agreed on the proposed composition of the MG.
The revised TOR and proposed nominations for the MG will be submitted to the GA for endorsement in November 2009

CROSS FRONTIER ACCREDITATION IN THE LABORATORY FIELD
Decision
LC supported that some work should be carried out in LC to be fed in the main discussions developing at HHC level.
MG will prepare a questionnaire to collect information  with a view to identify key issues and evaluate the volume of activity concerned with CF accreditation in advance of the next meeting. Action MG

SAMPLING
C.Laake informed the meeting that she would soon be able to send out the English version of NA document on sampling. Action CL
LC members will make suggestions regarding the proposed program for the workshop. Action LC members by 6 October 2009.

BILATERAL PTs
LC supports the work developing in EEE-PT WG on bilateral PTs.
LC supports that the WG should address the point of scopes from a general point of view and discuss the point of how to describe scopes of PT Providers as a start and include flexibility.

OPINIONS AND INTERPRETATIONS
LC members will identify issues where the ABs see a need for common view and make suggestions for LC conclusions for best practice.

WG ILC TESTING
WG ILC TESTING will prepare recommendations regarding technical weaknesses identified for consideration in LC for feedback to the ABs.

Chair insisted that it is the duty of EA MLA ABs to answer the surveys on number of accredited labs and encourage their labs to participate in the highlighted PTs .

WG ILC CALIBRATION
LC welcomes progress reported and reiterates its full support and strong expectation to see the first ILCs start.
LC reminded all members that it is the duty of EA MLA ABs to nominate participants to the LCs. Action LC members

TOR of TN
Decision
With the additional amendments made at the meeting and a final refining, LC accepted the proposed TOR which will be submitted to the GA for endorsement.

APPOINTMENT OF CONTACT PERSONS
LC confirmed that AB should only appoint AB staff as contact persons to the TN, the principle being that it is AB responsibility to make their own arrangements to disseminate/collect/feedback information.
LC members not having done so yet, will appoint contact persons to the TN.

TN CALIBRATION
Decision
LC resolved that AB will change from BMC to CMC according to the ILAC communiqué and LC announcement. LC agreed to complete the process by the end of 2010.

Decision
LC agreed to start revision of EA-4/02.
TN CAL will look at the document and, in a first stage, identify how and to what extent the document should be revised and aligned to the new ILAC policy under development. Action TN CAL

Decision
LC agreed that the point of CMC for Pipette calibration should be discussed in WG ILC CAL to decide whether there is a need to initiate an ILC.

TN ENVIRONMENT
Decisions
Good practice examples of flexible scopes will be circulated for final comments in the TN. Action TN
Stack emission package (RVA summary on CEN 15765, GA resolution) will be published on intranet TN ENV for information and use by EA ABs.

  • Accreditation for EN 14181

LC agreed that accreditation of the activity as testing against ISO/IEC 17025 is the preferred way.
TN members performing accreditation for that activity will feedback on how they deal with scopes for reporting at LC.

TN ENV decided to carry out enquiries on QA/QC and Blue print directives with a view to determine the number of available technical assessors and number of RMP and PT providers accredited in the field of WFD. Action TN

TN FOOD

  • EA-4/09 on Sensory testing

TN will prepare and run a survey before next LC meeting. Action TN

LC agreed that TN should prepare the list of Regulations in force in the food/feed area and establish the process for maintaining the list. Action TN

TN will review the need for a revision of EA-4/10 and cooperate with EURACHEM. Action TN
